Piatt County Circuit Clerk Seth Floyd Named 2025 County Official Of The Year

The Illinois Association of County Officials (IACO) has named Seth E. Floyd, Piatt County Circuit Clerk, the 2025 Illinois County Official of the Year. Floyd received the honor at the IACO 2025 Fall Conference held in Normal, Illinois. The award is the association’s highest recognition for leadership and service in county government.
Since his election in 2018, Floyd has driven major operational and technological advancements within the Piatt County Circuit Clerk’s Office. He oversaw the in -house digitization of more than 25 years of case files—an initiative that saved the county over $100,000—and secured and managed nearly $500,000 in grant funding to support technology upgrades across multiple county offices and the Piatt County Courthouse.
Under his leadership, Piatt County has also expanded public access to court services through a newly redesigned website, a user-friendly mobile app, and a modern digital courthouse display system.
Beyond his official duties, Floyd serves as president of the Illinois Association of Court Clerks (IACC), president of the Piatt County Veterans Assistance Commission, the IACC representative to the IACO Board, and participates in several Illinois Supreme Court and statewide committees.
A lifelong Central Illinois resident and U.S. Army veteran, he is actively involved in community and veterans’ organizations, showing a strong commitment to public service in both his official role and throughout his community.

Each year, IACO receives nominations for the County Official of the Year Award from counties across Illinois, and a committee appointed by the immediate past president selects the recipient. The award honors a county government official or employee who demonstrates a commitment to excellence both within their own community and at the regional or statewide level. The recipient’s work reflects IACO’s mission of advancing education, upholding ethical service, promoting sound public policy, and strengthening the quality of county government.
